The option is only available for Eclipse projects that have already been converted to Perforce QAC projects. If the selected project has been converted but is not Active, then the Activate option is available on the context menu. Otherwise, it is the Deactivate option that is displayed.
If you are in the C/C++ perspective when you activate a project, you are asked to confirm that you wish to switch to the Perforce QAC perspective.
